Plot/Intro: The idea of shifters was, at its earlier creation, a subject spoken of with reverence. It was something warriors or those attuned to the divine could attain with much practice and dedication. Soon though, it was only spoken about quietly, with much crossing of one's chest. It was around this time that legends of werewolves were thought of as true. As the world progressed, these legends died out, and werewolves or other shifters were only seen or heard of in books, ghost stories, and horror movies.
But they do exist.
They have been around as long as humans have, existing alongside them. Those few who chose to show their true nature were always killed or worse, and so they learned to hide themselves, to show their second form only in private, and later not at all. As the decades and centuries passed, shifters forgot their own lineage, forgot their own ability. They seemed to die out.
In the year 2009, a group rose up, calling themselves liberators and freedom carriers. They were a group of shifters and a few accepting humans, and their goal was to make the world accept shifters for who and what they were. It did not last very long. The group was crushed by the government, its members killed, arrested, or put under scientific observation. It took about five years for the group to be completely destroyed, but it was finally done. Through extensive experimentation, biologists found the gene that carried the shifter chromosome, now called the S-chromosome. The shifters were still seen as a nuisance at best, and a deadly threat at worst. People with too many pets or who were more in tune with nature than usual were thought to be shifters and were taunted, even killed out of racism. True shifters, those few who knew their identity, tried to hide, either literally or by immersing themselves in human life.
In 2017, the government made a new law which dictated that every newborn must receive a test after birth to search for the S-chromosome. If it was found, the child was initially taken away from the parent and put into a sort of concentration camp. While these camps still exist, nowadays the role of the shifter in society has changed somewhat. Now, while by no means accepted, they are no longer killed or imprisoned upon being discovered. The recognized shifter nowadays has fewer rights than a domestic dog, and neither human rights nor animal cruelty laws apply to them. They do not run free; they are always owned and controlled. Shifters can be anything from guard creatures to pets to luxury items. A very few areas have imposed laws that allow shifters to get jobs or go to school(depending on their age), but that requires a license that is very hard to obtain. Owning a shifter also requires a license. An exotic pet license, the same that would allow a human to own a monkey or an ocelot.
There are some shifters who are perfectly happy with their lives on the end of a chain. There are also some who rebel at every opportunity, and wish to be free as their species should be. Then there are those who hide, who have managed to escape the early detection tests administered at hospitals. There is talk of a rebellion by some hopeful shifters, but they generally do not live very long after such talk is heard.
It's time to shift perspective.
